The Office of the Comptroller of the Currency last year moved to complete a controversial reform of the Community Reinvestment Act, forging ahead unilaterally after the Federal Reserve and the Federal Deposit Insurance Corp. declined to sign on to the final rule. Now, with the Biden administration widely expected to revisit or even undo the OCC’s rulemaking, observers are turning their attention to a modernization framework under consideration at the Fed that could also attract OCC and FDIC support.
