Biography

Through his more than 25 years of in-house and private practice experience, John C. Redding has been able to form close working relationships with clients and develop a reputation for providing practical solutions to complex challenges. A Partner in Buckley LLP’s Los Angeles and San Francisco offices, Mr. Redding regularly assists a variety of consumer lenders, banks, private equity firms, and other financial services industry participants in addressing legal and business challenges in an efficient and collegial manner.

Mr. Redding’s practice features a strong broad-based background in all aspects of consumer financial services at both the state and federal level. His combination of in-house and broad financial services experience makes him uniquely qualified to identify operational and regulatory risks, and ways to mitigate those risks, when conducting regulatory diligence on behalf of investors and providers of debt facilities to target companies.

He also regularly advises banks, auto finance companies, private equity firms and other investors, loan servicers, and debt purchasers and collectors on regulatory, compliance, and enforcement matters involving the Federal Trade Commission (FTC), U.S. Department of Justice (DOJ), Consumer Financial Protection Bureau (CFPB), and other state and federal regulatory and enforcement agencies. He also represents financial institutions in state attorney general investigations.

Before joining Buckley, Mr. Redding served as General Counsel and Associate General Counsel to several financial services and software companies where he ran in-house legal operations, engaged in corporate restructuring projects, and managed large-scale litigation. As Associate General Counsel for Accredited Home Lenders, Inc., Encore Capital Group and Midland Credit Management, Inc., he oversaw regulatory compliance, loan origination, servicing, and debt collection matters.

His recent work includes:

  • Represented multiple financial institutions in FTC investigations, including most recently in the negotiated settlement of Federal Trade Commission v. Avant, LLC, in the Northern District of Illinois
     
  • Assisted numerous private equity firms with regulatory due diligence in over 75 transactions involving the acquisition,  startup or provision of a debt facility to consumer and commercial financial services companies in the auto finance, credit card, unsecured consumer loan, mortgage and other markets in the past five years
     
  • Represented American Honda Finance Corporation and other bank and nonbank auto finance sources in both public and non-public settlements with the CFPB and the DOJ over alleged fair lending violations
     
  • Represented multiple national and regional debt collection companies in the nonpublic resolution claims for violation of federal debt collection, credit reporting, and electronic payment laws
     
  • Assisted multiple clients in preparing for, completing, and responding to findings resulting from examinations in the auto finance, consumer finance, and debt collection space during the past three years by the CFPB, New York Department of Financial Services and others

Mr. Redding has been recognized by Chambers and Legal 500 in the area of Financial Services. In 2017 and 2019, he received a Client Choice Award in Banking. Mr. Redding is a member of the American Bar Association’s Consumer Financial Services Committee, and is the current Chair of the Personal Property Finance Subcommittee. He is also a member of the American Financial Services Association’s Law Committee, State Governmental Affairs Committee, the Operations and Regulatory Compliance Committee. An acknowledged leader in the field of financial services, Mr. Redding is often sought out by the media for his insights, and is a frequent speaker on a variety of consumer finance related topics.

Mr. Redding received his J.D. from Southwestern University, his MBA from San Diego State University, and his B.S. from Marquette University.
